Recently, an article published by CTC Sentinel, a counterterrorism periodical of West Point, "Generating Terror: The Risks of Generative AI Exploitation"[1] raises significant concerns about the potential misuse of generative AI (GenAI) by terrorists. However, several points need to be addressed to provide a balanced perspective on the issue.
1. Misconception of "Jailbreaking"
Claim: AI models can be "jailbroken" to bypass ethical safeguards and provide harmful information.
However, the term "jailbreaking" is somewhat misleading when applied to AI models. Unlike software or hardware, AI models do not have a "jail" in the traditional sense. They operate based on probabilistic algorithms and cannot inherently predict user intentions. The so-called "jailbreaking" involves creative prompt engineering to elicit responses that the model's developers intended to block. This is not a flaw in the AI itself but a challenge in designing sufficiently robust safeguards. AI models like ChatGPT are continually updated to mitigate these vulnerabilities, and the effectiveness of such "jailbreaks" is often overstated.
2. Shallow Counterterrorism Studies
